Dick Steele (Leslie Nielsen) is WD-40, a retired secret agent called back into action to save the world. It seems he must once again defeat his old armless nemesis, General Rancor (Andy Griffith). A run-in with Steele years before was the cause of the loss of General Rancor’s arms. Veronique Ukrinsky (Nicolette Sheridan) is a Russian secret agent who is assigned to the case to assist Steele. Rancor makes things personal when he involves innocent people from Steele’s past in his plotting. He kidnaps the daughter of Steele’s love from long-ago and holds her captive in his lair on a tropical island. The general absurdity of Steele’s antics leads to a lot of comedic moments as he heads to the island to save the girl.
