NYC Metal Work Pitcher

This is for a metal pitcher. It has been painted black at some time. There are bits of rust on it in places. The top of the handle where it meets the top has a split half way through, but is sturdy. There is also a small piece missing at one end of the lip. The line you see across it seems to be a hardened material from whatever was poured from it.
I have no idea where this came from or what it was used for. I have no idea of the type of metal. On the front outside it says 4 Qt. NYC APPRD. D-2. I have not cleaned it. There is some sort of hardened substance in the bottom. It could be an old railroad item or used by some municipality. Feel free to chime in and tell me what it is.
It measures 10 inches to the top of the lip and 9 1/2 inches to the top at the handle. The bottom is almost 7 inches in diameter and the top is about 4 5/8. Very primitive looking and very unique and unusual.
It has its share of bumps and bruises and is sold as is. I believe this piece to be a very old NYC nostaligic item.
