Pipe cleaner lady snow skier doll 2 1/4" vintage delicate fetures

This is a vintage delicate looking figurine of a girl skier. It stands about 2 1/4" tall and is made of pipe cleaners for arms/legs with a blue felt skirt and knit hat. There are no ski poles. The skis are red plastic runners glued to an ivory colored base. I have not idea who made this.
