Plastic comb top row elephants vintage possibly cellloid Niagara leather pouch

This is a plastic comb with a top row elephants. This comes in a vintage leather pouch marked with pen "Niagara Falls Canada" with an Indian chief impression. The comb is about 4 1/4" wide in great shape and may be celluloid. The leather pouch also contains a pocket, possibly for a mirror, but it is empty.
