This is a NEW adjusting barrel with mounting bracket for sidepull brakes. Your brake inner cable goes through this barrel.
It fits most sidepull brakes, but there may be some that it doesn't fit, I don't know. The piece that goes through the brake arm is threaded on the end and the nut that you see in the picture is to be tightened. The part of that piece that fits into the brake arm is rounded on 2 sides and is flat on 2 sides. The width between the 2 rounded sides is about 6 mm. The width between the 2 flat sides is about 5 mm. So, the horizontal width of the hole in your brake arm should be 6 mm and the vertical width of the hole should be 5 mm for this to fit your brake arm.
