Mahjong dice 10 pieces partial set Mah Jong

Here are 10 dice, 5 in each sleeve. The dice look like a partial set but I really know nothing about them. The two -5 dice sets are identical. The sides include: a green queen; 11 clubs; blue jack; one spade; red king; 10 diamonds. These were found in plastic holders and have cream color backgrounds. I think they are made of plastic.
