This is the X-10 CR13A ScanPower ScanCam 16 camera remote control. With the ScanPower remote, you can quickly scan among all your cameras (up to 16) with the touch of one button. A smart microprocessor makes it a revolution in scanning between wireless cameras. When you press a button to turn on a camera, it's automatically turned on while the others are turned off. A transceiver module is required (RR501 or TM751). Measures 4.5 inches X 3 inches.

Can be used for controlling X10 modules in a somewhat limited way. When you first put in the batteries, the remote defaults to controlling unit codes 1 thru 4. This can be either cameras or home automation modules. The four white buttons on the left are ON for 1 thru 4. Pressing any of the purple buttons will turn off the last unit that was turned ON. You can turn on any one of the 4 units and then by pressing the scan up button, then next units will turn on in sequence. It will not turn the last unit off though like it would for a camera. It's more interesting than useful. The remote is really meant to be used with the X10 cameras.
