The movie follows the path of Mossad agent David Kabakov (Robert Shaw) while he attempts to foil a deadly terrorist plot against the United States by the Palestinian group Black September. The plot involves an attractive and manipulative female terrorist named Dahlia Iyad (Marthe Keller) who comes to the US and seduces a disturbed Vietnam veteran named Michael Lander (Bruce Dern). Lander’s value to the terrorist group is that he is one of the pilots of the Goodyear blimp, and the terrorists are planning to use him in a suicide attack with the blimp during the Super Bowl. Kabakov has gained some information about this plot, and he comes to the USA to work with FBI agent Sam Corley (Fritz Weaver) as they race to stop the horrible events from unfolding.
