This is a 28-issue lot of the Steve Willis run of the City Limits Gazette title (the title was borrowed from Bruce Chrislip's original series). Typical issues contained listings of new mini-comics and other publications, profiles of subscribers, the popular "Bil Keane Watch", cartoonist gossip, history articles, mini-comics reviews and other information.
I think it's safe to say that Willis was inspired by Clay Geerdes' Comix World newsletters and CLG does a pretty good job of filling those shoes for the '90s.
